My understanding of Vic is that in order to transfer registration you need to have a RWC which costs about $70 assuming that no works needs to be done to the car. The seller is responsible for obtaining a clear RWC. Chances are clapped out old cars will need some work done.

If you do not want to transfer registration then the car can be sold without plates/registration (the owner can then seek a reimbursement for the registration). The unregistered car can be driven under very limited circumstances (pretty much to home, to/from garage to get RWC and then to Vicroads) under a Unregistered vehicle certificate (can be purchased online). You need to make a booking to get RWC with your local garage, and a booking with Vicroads. Having recently gone through this option having bought a car from an auction I can tell you that it is a right pain in the backside.

Far better for the buyer to buy a car from a seller with a clear RWC, but most sellers of crappy old cars that need lots of work would be more willing to sell to a buyer who either doesn't know or doesn't care.
