In a nutshell, the second number is an indicator of how likely there is to be a climber on your abseil route. Higher the number, more likely it is to be free. It's actually a little more complicated than that as it also takes into account factors such as the time any individual climber is likely to spend on the route (they can be there for ages sometimes!). I've heard it can take some time to come to a concensus on this indicator.

Araps just gets better and better. I hear a group called the NBF have improved many of the abseiling anchors, although inexplicably a number of them are on abseils that are kind of hard to walk up to, often involving very dirty gullies.
