On my recent travels my brother and I ran into the current guidebook author for Thailand. We were considering (and have) coming to Thailand in November. He informed us that the end of the rainy season is variable and that it could go either way (I guess the earlier in the year you go the more certain it is for rain).
If it was dry then it was definitely the best time of year to be in Thailand - everything is cheaper and there are shitloads less tourists.
If it is wet then it is still possible to climb as some people have already mentioned. There will, however, be a significant number of routes and crags that are unclimbable. Its worth remembering that all those awesome stalagtites and tufas were formed by dripping water...
