Climbing is a choice, a potentially dangerous one, and "safe" is an incredibly ambiguous concept.
It may, at times be morally appropriate to take steps to safeguard yourself and others. But there is no handy set of rules governing this and if climbers, beginners or otherwise expect these safeguards to be in place as their "right" then they are an accident waiting to happen.
If safety in the context of rockclimbing is viewed as a right then their is no logical end to how safe the experience should be. (Think climbing bans at cliffs that haven't been assessed and signed off by some consultant.)
A large part of the appeal of climbing for me is in making my own judgements and taking my own risks, (very small ones as it happens), I have felt like this since before my first lead. I know this is not everybodies thing and fair enough but even in the gym you still need to take responsibility for your own wellbeing, not to mention the supermarket and King st.
