I agree that leaving shit lying around in clear view of the general public/rangers is probably not a great idea, but from what I understand the pads were stowed in an inconspicuous spot, in a part of the gorge not frequented by non-boulders. It's possible that a boulderer may have stumbled upon them, but it take a highly intrepid ranger to find them.
