I would says it not their fault, just a shity insurance policy for them...St Leonards is weird in that they technically do not allow under 16 at all in the bouldering area as well...which i thought was to keeps kids jumping and mucking about on the mats (which should be more a parenting issue than a ban IMHO) but actually might be part of an insurance policy requirement as well? Note though I've been taking my daughter bouldering there since she was around 8, she was just very short for a 16 yo :)
