I should have researched before I shot off an email to the head ranger. Was just a bit rushed. I do know that there was a power box that ended across from the campground as one night a couple of years ago, it started sparking and exploding at 3am in the morning. Anyway, the response from Dave was as follows:

The powerlines have always been there and service the private property on Millars Rd and PV’s water pumps in the area. Powercor have recently undertaken their slashing and powerline clearing program in this area and hence the fact there is a freshly cut easement adjacent to Plantation Rd. To put it simply, it is Powercor undertaking its regulatory responsibility.
