The point is not the difficulty of individual moves on each climb. The idea is overall difficulty. A person may be able to do the individual moves on a gd27 climb but be nowhere near getting out the entire climb. +21 is meant to apply to overall difficulty. V7 is then meant to be equivalent to 28 not 25.
