In a further sign that the drought is intensifying in parts of Australia, Agriculture Minister Warren Truss said the two areas would qualify for a prima facie Exceptional Circumstances (EC) declaration. A prima facie declaration enables farmers in the affected area to apply for six months' worth of income support from Centrelink. If the National Rural Advisory Council finds a full EC declaration is warranted, then farmers will be eligible for up to two years' income support and interest rate subsidies of up to $100,000 a year. The area affects parts of the Mildura, Swan Hill, Horsham, West Wimmera and Northern Grampians council areas...'
