I agree with M9, the outer protective sleeve is only there to add abrasive protection from rope wear.

A: The harness itself remains undamaged, repair the outer sheath, gaff is so temporary, Id use old fire
hose, it's very thick canvas with a rubber backing that can be stitched in place, the other function the
outer sleeve serves in this harness design is to gather the rope onto the protective sleeve, by means
of a small strap, this will need to be built into your replacement, to guide the rope onto the abrasion
patch.

B: The other option is to bin it due to caution, this I would do at the age that the nylon itself was at its
use by date, even a perfectly good looking harness with no obvious wear can fall apart if it's seen too
much age, UV, acids, heat, ect.

retail will tell you 2 yrs shelf life, then it's too old, same for ropes, I think its more like heavy use 1 yr,
medium use 2 yrs, light use 5 yrs, if you trash it earlier than this, then of course chuck it.
