In answer to Dom's question, it's probably distribution agreements between manufacturers and distributors/retailers limiting the places those retailers can sell to. That is, if Brand X Climbing Gear has an exclusive distribution agreement with Company Y Outdoor Store in Australia, Brand X may not allow its distributors in other parts of the world to ship to Australia. That's international business for you.
