I should imagine that the people involved in an emergency rescue would prefer to rescue people early in their incident (and have to put up with the odd bonehead call-out) than to have people get themselves in an obvious bind but not contact the authorities for help, for fear of a large bill, until things go absolutely pear-shaped and someone ends up dead.

Billing people would be a massive disincentive to putting up your hand for assistance early and encourage people to try and sort out their own messes even when they're totally in over their heads and likely to make their situation irreversibly worse.

Should people that find themselves in a rip at the beach have to pay the lifesavers to be brought back in to shore?
