Interesting problem.
Basically you end up with a scenario where the stem is pulled more towards one side (the top one) than the other. On the other hand the outward pull may reduce alot. One could think of a scenario where the stem is horizontal, the tie off on the cam stem is just over the lip and there would be very little force pulling the cam out of the crack for a reasonably vertical fall. The bending in the stem probably wouldn't be that high if you tie off just past the lip.
Good project for a fourth year eng student. :-)
