No. There is no 'exclusivity'. Telstra simply had a business model that meant they were into regional coverage. An existing quality backbone meant this was somewhat of a better proposition for them. They did benefit from some government contract stuff with this too (as did Voda early on on regional highways - they blew a lot of dough on it). The move the the 850 MHz 'Next G' spectrum was great for regional stuff as it apparently propagates well fr such use. The 2100 network (which was a partnership between '3' and Telstra and which I think T still use for some urban infill) is much less suited to regional work and better suited to higher density stuff. Apparently.

The Telco Act requires that carriers be able to reasonably share infrastructure such as monopoles and towers. This is why there are often multiple headsets with multiple sized antenna sets on towers. Any second carrier pays a fee towards the construction costs of the first carrier. If a third comes along it gets split again. Each structure has a limit to how much it can hold, partially due to the weight and partially due to the extra wind loading. Anyone can have a stab. It's just that no other carriers have really sought to chase regional dollars when Telstra have such a big stranglehold, and the dollars are low compared with urban areas.
