Blisters as in closed, puffy, fluid filled vesicles would be rare, i've never experienced that nor have i seen it on anyone else. I just get tender red raw skin which toughens up the more i climb. Perhaps you're talking about "flappers" where a disk of skin peels off and "flaps", these look like broken blisters but arent really the same thing. Post a photo.
