I talked to a guy matching this description (toproping from the top) over New Years also. I have no idea if it is the same guy as who fell though.

I did not see them in action on the smaller stuff which I suggested when he asked for places to climb with beginners on top rope (I suggested the Plaque and Mari, if he felt bold).

He kept going on about toproping right from the top. I tried to dissuade him from it, mentioning rope stretch (he reckoned 2% on static rope okay) and getting rope stuck on rocks and risking a fall from it slipping off (and gaining extra length). I also mentioned the hassle getting it down to the ground and waiting for each of his three kids to climb the whole lot (that's a belayer with too much time on his hands...).

Some other posts have queried how to stop gung-ho people. My answer is that sometimes you basically can't. This bloke had done absailling (so, of course, know all about climbing) and could not be talked out of it and he mentioned it a few days running and, given he was asking us for advice, presumably thought we had some sort of a clue. This conclusion is a bit of a worry for the children, that is all I can say.

He was a friendly bloke but not at all safe...
