At some gyms I've been to the friction created by these pulleys is so great you sometimes hafta pull the rope through the device just to lower someone (especially lightweights like me). Its a double edged sword, sure it helps prevent accidents in the gym, but it promotes *poor* belay technique. Don't know how safe I'd feel being belayed outdoors with someone who'd only ever climbed at these "high friction" gyms...
