Nope. It's almost the opposite... if the coronial inquest (not investigation - an investigation can be dispensed - most are... possibly this one if the witnesses reports line up with the cause of death etc. - in which case there may be no coronial inquest findings made public as such) believes another person is responsible then the matter will be referred to the DPP and the DPP takes over from there.

And no, the coroner's court tends to take the view of maintaining privacy to the deceased and the deceased's family and all parties involved in the accident. The findings may be made public, but the court does its best to restrict the flow of information for many obvious reasons... The senior next of kin may be able to restrict all information from ever being released (I think also the findings too?)
For the reason you stated above you may have a better time if someone like Richard Delaney made an application (to receive all documents - not just the findings) in rope related accidents in an effort to re-distribute valuable technical information from whatever he gleans. He would be better able to demonstrate a professional interest in receiving the information. (Again, on a case-by-case basis all information from a particular accident may be restricted by next of kin, irrespective of a person previously receiving information from another similar inquest)
