I think this is way overgenerous. Rego and insurance more likely$800 p/y (at least for my Magna). Replacement tyres more like 70 bucks each every few years. Brake pads are one of the easiest things to replace yourself, takes 5 minutes to watch a how-to video on youtube, then the pads only cost $90 for both sets. As for having a service, once again do it yourself if you're keen on saving cash....

As stated above, this is fair if you're always giving someone a lift but for a case of a one-off, and if you have spare seats, it's definitely worth taking more people to cut the cost of petrol at least. The hitcher doesn't have the convenience of the car all the time, it's a choice we all make.
