Yes, you can have great climbing in the Grampians & Mt Arapiles in winter, but it's really not the best time of year. Gramps get a fair bit of rain, and Araps can be pretty cold in the mornings, but normally above freezing. Once the sun gets up it can be really nice in winter.

No public transport into the Gramps or Araps, but you can get a train to Horsham & hitch the last 30 km to either. Once at Araps, you can live without a car, and try to get the occasional lift to the Gramps.

Araps is pretty concentrated, with one camp site where you'll find lots of climbers. Plenty climbers have lived there for months, some even for years with nothing but a rack, a rope, and a tent. Gramps is very spread out, and you really need a car to get around. Also don't count on finding climbers in the Gramps.
