I don't know about the best time of the year for climbing there, but it's by far the driest throughout the Summer months (weather charts for Vancouver here http://www.bcpassport.com/vital/temp.html to give you a rough idea), although the Canadians have the misguided idea that it's hot then. I'm heading there on Friday, for a 10 day trip, so I can report back :)
