Despite being the off season I have no doubt you'll be able to find a bunch of partners super easily. Even then, if you are the most unsociable and ugly person on the planet (not suggesting you are) you can just hire a local guide who'll belay you and even give you some beta if you want.

There are a bunch of popular crags within half an hours walk from there. There should be plenty of people climbing and all you have to do is wander up and introduce yourself and ask for a belay. You could also go for a drink at any of the bars on Tonsai and be sure to meet up with climbers there (Tonsai is a bit cheaper than Railay and therefore climbers tend to dominate the non-climbers). There are also a couple of different rock climbing shops/schools/guides on Tonsai (not sure about Railay) where you can put your name on a notice board or just hang around to find other climbers.

I have been there in past in July and it was ok. A bit hotter and wetter but the reduction in numbers of people is nice and you can still climb and very easily find someone to climb with.
