We just decided to rock up anyway - I'm not sure if it was kosher but were willing to chat to the ranger and pay if asked. We did the same as you, Vanessa, and just booked a camp-site after the first night. Maybe the restricted numbers are so the facilities don't get overloaded? Though with the amount of people there on Sunday I'm not sure it's working...
