Neil Monteith contacted KMC and confirmed it is for professional groups only:
"I had a long positive conversation with a Jacob Sife from council this morning (after emailing them with my concerns). I stressed climbers concerns and he certainly understood them and gave a fairly reassuring reply about not wanting to 'change' the area with any fences, bolts or other infrastructure. All he proposed was a simple sign warning of the danger and a message about minimal impact. He said the fees only applied to commercial groups - so normal people did not need insurance, permits or pay a fee. He also emailed me with this brief message "As discussed, the site at Lindfield is only temporarily closed. In relation to fees for use, this has always only applied to commercial or large groups and has not changed."
