You are going to get a range in weather in the highlands of Tassie. Eg 30 in the valleys and snow storms over 1000m so obviously be prepared for that, also the weather changes damn quick the closer you are to the west coast. However, from my experience February would give more stable weather than November (relatively speaking of course). Mt Wellington in November for example still gets snowstorms and while I was living there we almost had a white Christmas once or twice! ;) Cheers.
