Reading their Acceptable Use and Copyright pages thecrag is one of the most draconian in this regard.

You may not make, sell, offer for sale, modify, reproduce, display, publicly perform, import, distribute, retransmit or otherwise use the content in any way, unless expressly permitted to do so by thecrag.com."
The ACA Route Database, on the other hand, seems to be one of the most 'sharey' - licenced under the Creative Commons Share-Alike policy. The CC-SA allows you to copy, distribute and transmit the work, and to adapt the work as long as you attribute the authors and share your derivation under the same terms.
