Just wasted a lot of my life and read through most of it. The changes don't seem to be much apart from the ability to control when you can climb, but this has been happening at the Youies for years ( you can not climb at big rock on sundays or public holidays for fearthat the general public will try too emulate you and die). But this does need eyes kept on it. I did read it but most went over my head due to governmental babble.
