SAREA in South Aus is also non commercial (someone please correct me if Im wrong), but given Miguel lives in Vic this is somewhat of a mute point.
Miguel, the issue you have will be insurance. As you correctly point out certification will be the way forward, and then I would recommend you seek out your own insurance as the youth groups insurance will most likely not cover rock climbing, regardless of wether you are certified or not. It would pay to check that with their insurance provider.
If Parks Vic is anything like P&W SA you will have to have a massive amount of public liability and indemnity insurance before you can take any group near a crag in a 'guiding' capacity within a NP, regardless of wether you are getting paid or not. Probably best you contact Parks to get their requirements.
