The VCC also has a bolting Policy on it's download page (it's more about the process of safely bolting a route). http://www.vicclimb.org.au/Site/index.php?ocation=downloads

It states
"1.9. Bolts should not be added to an area that is declared either ‘bolt free’ or ‘no more bolts’. This status should be defined by Park Management Plans, climbing guidebooks or local best practice."

and

"4.5. The placement of any fixed protection/anchors is banned within a Government defined wilderness area or reference area"

So a little bit more detail there. Didn't have a really good read so there may be a few more relevant bits if you are interested. Also Parks VIC http://www.parkweb.vic.gov.au/1process_details.cfm?note=20

I always understood that you should follow the ethics of those that first developed an area. If it's an unclimbed crag and bolts are not banned by a PV management plan then I guess it would be your choice. I guess there are other considerations too like environment and indigenous issues. You could check with Tracey (VCC Access and Environmrnt Officer) to see if she has any info on the area.
