Proof testing seems like a good idea. We do it anyway by clipping a chain of draws onto a new glue-in and trying to pull it out, but this is usually as far as it goes. The real value of doing it scientifically would be in detailed knowledge sharing about failures (collate and make all info available online) which would feed back into better designs and better bolting choices depending on the situation.
