I hear you Wendy but in the end it comes down to the common faults of democracy and bureacracy. I'm starting the house building process in West Oz next year and the mentality there is frightening. Some clearly logical things on sustainable grounds are against the law (which isn't so uncommon but the grounds which people try and defend that legal stance beggar belief), after a while you just get fed up with the morons and cave in whilst hoping you'll find a way around it later...then you go heli-skiing :) and exacerbate the problem!
