I can just imagine in the future some nutter politician with a majority in both houses (and there's no Queen's representative because the referendum has passed by then): "I was reading this book written a while back by some bloke in Germany, now if we were to update it to the current circumstance and get a programme going. Hmm, oh, I know...Hard Core Sustainability Legislation Proposal: genetically modify the flu virus, kill 2/3rds of the humans on the planet, curb human breeding ability thereafter through fertility side effect from exposure to the virus."

I prefer the every little bit from individuals making the changes approach.
