Sounds like a good idea to me too. I prefer a symbol than a letter. Consider that symbols might be more recognisable than letters to our fellow overseas climbing community who might not speak a the english.

From a production perspective may I suggest the following materials:

laser or router cut 2mm or 3mm aluminium panel with polished edges
2-pac paint (need to nominate a colour - I presume the VCC or parks would have some standard PMS colours?) to front face and sides.
Pre-drill some small (say 4mm?) fixing holes so you can attach them with wood or metal self tapping screws or bits of wire. You may prefer to have a small pole arrangement depending on the location? You might like to include some indicatice approved fixing methods (and perhaps any you particularly don't like you can show with a big red cross through them as not approved).
Computer cut cast vinyl graphics (these can carry up to a 7 year outdoor warranty - such as the Avery 900 series supercast or approved equivalent) as opposed to a digital print which generally only lasts for 2 years at best. Again - need to specify a colur here (and keep in mind that the colour range can be a bit limited so you might prefer to compromise slightly on an accurate colour match in favour of a longer lifespan/warranty).
2-pac UV stablised clear coat over the top will assist in prolonging the lifespan even further than the 7 years.

Consider economy's of scale - a small run of say 5-10 will cost you a lot more per unit than a run size of say 100-200.

Might I suggest you approach someone with superior graphics skills such as Katherine Hepworth or Simon Murray to create some graphic layouts? May I suggest that the production values above if approved by you and PV are included on the graphic layouts, as well as an idea on size (good idea to show the panel size and letter heights on the visual as it makes them easier to quote, and easier to check when doing production quality assurance)?

In terms of signage manufacturers who can assist you to get competitive pricing may I suggest the following, all of whom are well proven and competitive (when it suits them). Going out to the market for pricing is always worthwhile as they tend to quote high if they are busy - but you can never know unless you give a clear "apples for apples" request for quote to a number of different manufacturers:
