Certainly an unfortunate incident dutch, whilst obviously I was not there, it would appear strange that they did not make more of an attempt to locate the owners at the crag. But I guess they did at least ask one or two climbers. (cold comfort in your case)

That being said, in this state (TAS) anyone that finds property IS OBLIGED BY LAW TO HAND THE PROPERTY TO THE NEAREST POLICE STATION WITHIN 7 DAYS.If it is not claimed within 90? days then the person who handed the gear in to police can claim it. Having said that though, I am not familiar with NSW law.

If you find a wallet on the side of the road you would take it to the nearest police station, would you not? well I think most people would. Why would climbing gear be any different.

The issue of found climbing (clothing in this instance) gear being seen as 'booty' amongst climbers is irrelevant (to me at least) and obviously common sense needs to be used when finding gear at crags (if there is no one around then would it not be easier to drop it the nearest police station and then place a post on the various climbing forums,notice boards at climbing gyms and the like to advise/inform the owner.

I can certainly understand your frustration though with what occured in your instance.

No doubt my reply will start off a healthy debate. I look forward to it.
