Some people just do as they please. I frequently see people on the train sitting under the 'No alcohol' sign swigging from a bottle in a brown bag. It not about breaking the rules - They simply just don't give a shit. And there are many 'unhealthy processes' that involve littering. The guy who eats his Maccas and just chucks the box on the floor, the empty beer bottles you see lying around after every saturday night. Theres no reason to single out smoking.
