Freo is a good base, or you could just stay in the city, as most of the chain hotels are there if you get a deal, as well as cheaper stuff. Because Freo is so popular you 'may' pay a premium price. As Perth is fairly small when compared to the likes of Melb or Sydney nothing is really too far. When I used to live in Perth people used to joke that if it took more than 20 mins to get somewhere it was too far, that's how close most things are. If you're in the city you're not far from Subiaco (mainly fashion shopping\some cafes), Leederville (slightly more alteranative area, not too big), and you can jump on the train to Freo (cafes, galleries, tourist haven, Rotto).
If any climbing is planned pop into Rockface climbing gym in Northbridge, about a 15min walk from the middle of the CBD to get info etc.
