The roads will actually be open from 13 Jan according to Parks Vic website, you just won't be able to camp until 14 Feb:

"Due to the fire on and around the plateau, bookings for Lake Catani camping ground have been cancelled until 14 February 2007.

Mount Buffalo National Park will be open as of Saturday, 6 January 2006. Entry will be free of charge until after the Easter holidays in April.
The Mount Buffalo Tourist Road is open to the Gorge/Chalet area of the park and the Park Office.
The road past the Park Office is closed to Lake Catani, Cresta Valley and the Horn but is expected to open by Saturday, 13 January 2007.
The Nug Nug Camping Ground has reopened.
The road between Bright and Mount Beauty has reopened. Bright and Mount Beauty businesses are still open. "
