I think having that bit of paper doesn't really mean very much (which you yourself stated). Having a bunch of people assess you to say that you conform to "their" set of standards is all well and good when they are the people preaching to the punters that your guides need this cert. $$$$$$$
Who's lining their pockets here?
As I said before, there are alot of guides (with more experience than the people making the rules) out there guiding every day.

I would rather have one of them looking after my well being than a person with a limited amount of experience who thinks they have it together and can back it up with a piece of paper.

Actually if you need a guide to teach you climbing, you shouldn't be doing it at all. Your just another adventure collector.
