No bolt is better than a bad bolt without a doubt. Any bolt placement damages the rock, badly placed bolts lead to further damage when they are removed or replaced. Bad bolts are also bloody dangerous. It can be hard to tell the difference between a good bolt and a bad one. With natural gear you place it, evaluate it and make your own decision to climb on.
