there is a product you can get i think it is called dihydrogen monoxide that would probably do a good job of both dissolving and washing away the chalk i have heard that it is short supply in some parts of australia but if you could get some it certainly would be a fairly safe option in terms of damaging the rock. i have heard that it is so safe you can drink it but i would be careful about inhaling too much. If out of all of this someone does get up and go to the trouble of cleaning off the graffiti without causing the entire wall to collapse then good on you, one act of civic responsibility is worth a thousand cynical forum posts.
