Not saying that using gym issued lead ropes would be a bad idea, but I doubt it would stop dodgy people. The gym I climbed at in DC last year had that system, and although I never even got around to doing a top rope belay test there (as I started off mainly bouldering), whenever I/my climbing partneres asked anyone if we could borrow the rope when they were done with it, they always let us have it, no questions asked (although the Aussie accent and dreadlocks may have helped, who knows).
