Well I'm 39 in a couple of months and I think I'm climbing stronger than ever (and I've been climbing for about 12 years). For me (and most likely for all climbers), it's all relative to how much effort you put in - you climb and train more, you get better and stronger. My climbing ability hasn't seemed to be related to my age at all (yet!).
As for the kids bit, I don't have children, nor do I want any. But I have enough friends and family with kids to see that having children is naturally going to occupy a large chunk of your time - there are only so many hours in the day, and they do need feeding, washing, playing with, disciplining, bum wiping, etc, so that parents have alot less time to do 'their' thing. Of course they can still do their own thing, climbing or whatever, just probably with less frequency than before. I've heard numerous first time parents say "Oh it won't change anything - we're still going to do all the things we usually do" HA!
I certainly think that well organised and determined parents can certainly do both harmoniously, and with climbing, well, when the kids are old enough they can climb too - as with the European example, maybe not the north wall of the Eiger but some family friendly peak/crag.
