Keeping the verbal communication simple is definitely the key. At crowded crags it is good to include the other guys name, "Joe...Safe". The method of rope tugs relies on the simplicity that Neil referred to. They need to be very obvious. Two sharp yanks that are easily distinguished from normal climbing, hauling or wind movement. I've had to use this system with a hearing imparied friend and also in high winds. If there is a decent bulge in the rock between the second and the leader and the wind is blowing you simply cannot communicate verbally. I've never been mountaineering but I would have thought the problem would have been even more common than on rock.
