Obviously the comp. belayers will have already done the competency test, as they have been selected by the gym and you're putting your life in their hands. It's a requirement for competiton that a competent belayer is used. Part of the role of a competition belayer is to inform the climber of any unsafe practice. If the climber z clips, back clips or is about to move past a clip the belayer is required to inform the climber, but offer no assistance.
