He said 'prussick back upto him' So he is below the leader. You can belay an abseiler from below by placing tension on the rope. By varing the tension you can control the rate of descent.
If this is not possible then I would have to presume that he was abseiling and also using a prusik knot as a backup. Rock hits him he lets go of both rope and prusik not, prusik holds until rescue can be carried out.
