most controversially watchtower crack was 16 now 17. i assume whoever is writing the guide thinks to self "hmmm that was kinda hard for a (whatever grade)" checks with a couple of friends to see if they agree and promptly grades it as they see fit. in a comprehensive guide this is historically shithouse and a bit of a shame despite any arguments about safety, undergrading, or accuracy (grading being totally subjective). there would be plenty of other examples and they are pretty much all popular climbs.
