I looked but also couldn't find this. If you're talking about Trump's travel ban from Europe and China, they basically said it was too late because the disease had already spread widely in the US.

Ignoring the minorities bit, are they wrong? There are plenty of democracies with worse health systems than Iran's. Freedom doesn't necessarily mean good healthcare, as you can see in the US.

WHO has certainly been promoting T&CM, at the behest of China. Perhaps COVID-19 will make China less enthusiastic about this. It's also important to note that Western governments pretty much sit back and let this happen.

The point is, all governmental institutions are flawed. If you only look for evidence to confirm your opinion that WHO is flawed, and ignore all of the benefits, then of course you'll conclude you're right - it's called confirmation bias.
The real question to ask is "Is the world better off with WHO?". I think it's good to have an semi-neutral organisation so that health authorities all around the world can share research, statistics, treatments, etc. around COVID-19. Without that, every country would be operating in the dark and reinventing the wheel and the situation would be much much worse.
