I got one in my street for failing to display my resident's permit - it had blown off in the car. I wrote to the council and plead my case and they showed mercy and let me off. So it can work, if the letter hits the right notes of being respectful and appropriately remorseful, etc.
It certainly doesn't cost you anything to try (other than a bit of time). Probably depends a bit on your council as well. |
