At Arapiles, and hearing a bird/owl I've never heard down here before...
It's nocturnal, most active around 7pm and 6:38am (as I write this).
Sounds like like a three year old having a tanty, with repetitive hoarse 'screams'..
Any ideas?

Def not a fox as its flying around in the sky...
Doesn't sound like barking owl. Much higher pitched and screechier..
When I say three year old tanty, think the super high pitches shriek young kids let out, but after about 20 Winnie reds.

Apparently the "screaming woman" call of the barking owl is uncommon and distinct from their regular "barking" call. Never heard it myself but your description sounded familiar.
Wikipedia:"The screaming of the barking owl is said to sound like a woman or child screaming in pain. Hearings of 'screaming lady,' as it is so nicknamed, are rare and many only hear the sound once in their life even if they live next to a barking owl nest."
