It all comes back to 2 issues: Money - who's going to pay for it, why should they pay for it and how much can be made from it! Insurance - whoever owns the land has a Duty of Care and they WILL be responsible for the very expensive public liability insurance. This is the reason there are Climbing Gyms (with bouldering caves), climbing gym owners have been able to secure Public Liability Insurance, at an almost reasonable price!
